I hired merc with dual wiled level 7 skill, but I cant equip him with 2 weapons.

What type of merc? If he is ranger he can equip only daggers.

Its true I can equip him with two daggers. But why only with daggers, when it says
This skill grants the hero the ability to use weapons in both hands. To learn this skill you must learn all your weapon masteries at level 7.
No two-handed weapons allowed.
