rare oak shield with no additional attribute!!!

hi

i have never seen this happen before.
I made a rare item but it has no additional attributes.
I made rare leather Oak Shield but it has attribute of simple leather Oak Shield.
Is it a bug? or just bad luck.

Vitality +4 is quite additional to me. Sorry for delay by the way.  :-[

I hate to butt in but actually the vitality + 4 is from "Agate..." item. The item in question is blue, hence rare, hence it should have one more additional attribute. Be it extra vitality or something else.
