some tool question

I have 2 jeweller tools. one tier 1 (I think should be able to use it, I have 60pts) one tier 2. but when I try to use them, both tell me I need 200CP to use them. is it a bug?

You have to reach 200 crafting points in order to use a crafting tool, no matter of its Tier.
200-60 = 140, so you have to get 140 cp more.. I don't see any bug here.
