Where can hammers be bought?

in weaponry shops or on auctions, you can ask too guild members to craft it to you 8)

I guess he asked for crafting hammers. Crafting hammers can be dropped by enemies beaten or can be bought from auction house

crafting hammer is a tool which increase chance to craft rare, legendary and epic items. every kind profession have own tool 8)

It increases this chance however only if you have reached already 200 CP in your profession. Before that, it does nothing for you.
