Mercs and Equipment - a Tier Issue

I have a merc who recently made 10th.  He is a ranger type and I am trying to assign him some tier 2 javelins.  It says that the weapon is for a higher tier.  Am I missing something?

mercenaries cant raise in tier. so your merc will always be tier 1

Yes, unfortunately mercenaries can advance in level but never cross in another tier and be equipped with higher tier items. I suggest you buy a tier 2 merc :)
