Crafting Tool problem

I have a jeweler's kit. I want to use it but a massage pops up and says " You must have at least 200 crafting points in the corresponding crafting tier, in order to equip this crafting tool". I already have 200 crafting point. So what is the problem? Can somebody tell me why?

in coresponding tier means you have to have 200 CP in tier 2 when you want to wear tier 2 tools, in tier 3 when you want to use tier 3 tools

I was playing in Turkish and in Turkish pop up it does not say anything about the tiers. thank you very much :)

if you find some problems with translating in your language just report it and we all can make this game better. you have board in your language were you can report all bugs
