Multi-stage dungeons

Hi,

Why are some multi-stage dungeons closed? I finished all stories; I am still in Tier 5. Why I can not fight in all places?

Message I receive: "You are not eligible to fight in this zone. You have to accept the quest for it first."

How the message said:

If you have finished that quest with that dungeon, that means that (i think) you are not able to go to that dungeon.

That is true only when you are a higher Tier then the dungeon.. if you are the same, you can continue entering as usual. It was a bug to count for finished quest only those who have claimed their awards, disregarding that the boss has been killed already...
