Hi guys ... i got a question ... when can i find mercs tier 7?? i only found in "The blood land"

There is an island,where are provinces like ancient waters and imperial karaganda.On the other side of that  island are 6 provinces t7. ;)

you can find healer T7 in city T7 :)
