why is not possible craft tier 2 gem (sapphire) in tier 3? I mean why I cant craft ALL lower tier gems in higher tier? tier 1 gems are crafted in all tiers too...

Only tier 1 gems are crafted in all tiers. The other(sapphire, ruby, pearl and obsidian) are crafted in their tiers.

This doesn't answer the question, I know, an answer would be that the game developers have thought this way. Before the last changes tier 1 gems could be found in all tier provinces, the others only in there specific tiers.
