What Judith tried to say is the following. Let's say that you are level 23 and you own a complete crafting set by the time the patch was applied. Although now you are able to equip it, to do so you have to unequip your fighting gear, which according to logic was level 28+. When you finish with your crafting, you won't be able to equip your fighting gear back.
So basically, nothing's changed.
