Non premium players can't have 24 AP.

It is not a bug.Now all player can buy 24 AP

But Non-premium players can collect only 12 AP.

Please read the news in game.
" Non-Premium players will now be able to collect up to 12 Action Points." - that means that non-premium players can collect max 12 AP's, but the 24 AP's are available for all the players.

So if you've gained your 12 AP's, and you buy 24 AP's, then you'll have 36 AP's etc.
