i can't learn recipes

why i can't learn legendary recipes in tier 4 i try few recipes but system tell that i can't learn that recipes pls can some1 help me i also have recipes for assault ballista that's legendary recipes for crossbow tier 4 but it no yellow i don't know why so can admins fix that 2 problems

are u crazy i have max cp in all tier except 6 because I'm 49lvl that's now the problem i use "crafting bug" on legendary recipes for flying blades tier 4 and now i can't learn that recipes and other recipes is for assault ballista what is legendary recipes tier 4 and my is simple but have all bonuses like legendary recipes i don't get it why is that wrong

hurry up I'm waiting few days i know why i can't learn legendary recipes for flying blades in tier 4 that's because i have that recipes when we can use "crafting bug" i have 4.5 billion crafts on it but i don't know why is recipes for assault ballista simple fix that tomorrow.....
