digging problem

I have 2 star on my tier 4 crafting(second job) but i cannot dig 3-3 chance It shows 1-1 chance.

I also made my tier 200 point but it is still showing 1-1!

Can any1 confirm that quantaty changes from 1-1 to 3-3 when reaching 2 stars??

also I have again a red ball in my inventory and I did not get the resources for the last one I had (it just dissapeared).
