Title: new provinces problem

ı just reached tier4, but ı cant go falar, eternia and the endless forest provinces, is it kind a bug that affects me, ı wonder?

No, its not a bug. These provinces are simply not ready yet, they are not released in the game. You have to wait, noone can access them.
