Title: Tier 2 potions in Tier 4 Province

I noticed this before, tier 2 potions in a tier 4 store. Is this the way it is supposed to be? I use more spirit potions now days, and these tier 2 potions are too small.

I'm not sure what that means, but why not have potions that you can use instead of useless ones?  ???

Okay thanks.  :)  Maybe move this to suggestions because there is no need for tier 2 potions in a tier 4 Province.  :hmmm:
