passing the level of the category is also the category of the province, without the need for some experience, or level 11 his province becomes category 2 automatically!

That can't be done!
If something like that applied then there will be no place where you will be able to dig tier one hides... or other resources will become extremely overpriced due to shortage...
I believe the way  the provinces are divided to tiers is fine!

I would also suggest that you use your native language category, if there is one, since your translated texts tend to require mental skills to be understood. ???
