Suggestions / Armor shop in Farolin disappeared

I have been running quests out of Farolin and was going to buy better armor, but when I came back from a "trip", the Armor Shop was gone!

Could someone please tell me what happened to it?  Is it a bug or did the System gurus just decide to do away with it?

Help, please tell me what happened.
