I dont understand !!! Then i was in tier 3 i saw Herous lvl 32+ in tiers 3 Dungeons !!! but now i am right now at tier 4 !!! But i cant go to 3rd tiers dungeons..... Why? (sorry for my english )

I want to buy diamonds by call !!! I used "Pay by phone" category and my country is not suporting this kind of payment !!!  But in Instruction is write "1. Select your country from the list. If your country is not on the list choose International." ..... "Choose International" what this meanas???
