New Provinces Bug

I just got to level 20 and while looking at the world map 4 new Provinces are Highlighted as new places I can go But there is no way to get to Three of the Four Provinces I can only get access to the One Right under the Imperial city, I believe its called The great winds province is the only one I can get to its kinda messed up.   Is it supposed to be this way?

Yes, the other provinces are not ready yet, only Great Winds is currently open. We should hopefully have one more this week.
