what means this numbers. first i know. this is percentage from items decreased by opponent's strength. but second?

4 is roll of dice which determines if your block is sucesfull - luck factor - you roll a dice from 1-100. 11.25 is maximum roll on dice you can get to block. so you have 11,25% chance to block. Its somehow increased from your basic block with lvl modifier or shield mastery. I should see all report and your stats and lvl to exactly say, why its 11,25.

ive no shield mastery. thats why i ask. and even i have some mastery then way isnt shown in report cause that quote is from report

ive figure there somehow level different modifier have influence to block chance. if you fight with poor enemy then chance to block him increase very quick, even 2x if enemy is about 7-8 levels worst
