Your mission 1/3 Omega sending your hero to Far Western Heights, West End Province. But mission remain locked until you finish exact mission from storyline Wings of Power which storyline is also placed to West End Province. It is somewhere about 4 or 5 step from storyline Wings of Power you need to finish to open 1/3 Omega mission. Sorry friend I do not remember which exact step it was. After each succesfully finished mission from Wings of Power storyline go back to tavern to see if Omega mission is already unlocked.

edit : just found on one of my hero 1/3 Omega is locked although from Wings of Power is completed 7 missions. So maybe more missions are needed or quest is bugged.
