Humanoid mobs skills

I was thinking.... why the lv 17-19 MOBS can use some skills while we have to whait to be the right Tier?..
they have the same atribute and skill points per level as we do so why they can use especialization skills (like ambush) wich we need to be Tier 3 to use....

Those are their native skills.
The MOBS are born with them. At least - the beasts.
And, as far as the humanoids are involved - we presume they are skilled, evil, trained and strong, because they have been doing their sinister deeds long before the heroes started walking these lands.
