missing redistribute buttons

I actually spent my $$ to buy diamons so I could activate scholar's orders.When I go to Hero-Skills there is no redistribute button. therefore I am unable to reset my attribute and skill points.My screen name is slowpoker1 and I think I am in realm beta.I don't know how to make a scrren shot so no picture of problem.

no buttons there. I've tried to refresh page, close and reopen page, delete cache but none work. I even tried clicking where the buttons should be and nothing.

It is fixed. The reason was you were below level 15. Now it is possible to redistribute your attribute points and skill points below level 15 if you have the scholar's order.
