Crafting chance.

Using a rare tool i have the ability to craft items as following: 48% superb and 17.33% rare.
Actually i did over 11 crafts and none of them was rare.(According to the probability i would have got nearly 2 rares)
So whats going on?

It's all about chance!
There no bug there...
I know the feeling, once I was need 3 rare items and had to craft around 30 times until I get them!
