mercenaries skills

maybe im wrong but i see some regula in merc skills:
- tier 1 - 3 skill points;
- tier 2 - 6 skill points;
- tier 3 - 12 skill points.
and now i this is true then there is bug, but if im wrong i have question. why merc level 28 is worst than merc level 21?

Well, I dont know much about the rules of merc skills but if I remember reading somewhere the skills are supposed to be generated randomly, meaning you can get a good merc who is lower level and has better skills than higher level.

What do you mean by saying the level 28 is "worse", what are his skills ?

if warrior level 21 have mace mastery 6 and shield bash 6, and warrior level 28 have only axe mastery 7 then which one is better?
i know the power of merc is all his stats and if i should chose i still will chose level 28 but skills are same important. of course if they will work properly :P

He can be worse indeed, because they generate completely random, like Isolde said.
