Challenge - 4 levels higher?

I thought that the challenge system was only supposed to be against players that are 2 levels above/equal to/or 2 levels below. This challenge I just fought was against a player 4 levels above me.

as you can see statistics was changed, which means PvP system was changed. now we can fight in almost whole tier

What will happen on the Tier boundaries?
Des this imply that player lvl6 can meet player lvl14 in the PvP fight?
If so, this would be really unfair since Tier2 armor is considerably better than that of Tier1

no. cause this will be too big advantage. player with higher tier can equip hero with better items (armour, weapon, etc). heroes in same tier can use similar equipment and only hero ability and luck is important. of course 4 levels is advantage but not as much as equipment from higher tier
