in tavern, below work dialog. why they are still inactive?

cause they have prerequisites. read what is write on them. you need to be crafter: with tier which is on task, specialization which is on task

then you are not jeweller, just you have possibilities to be jeweller. and read FAQ, isolde wrote it few days for players not for herself
