Yes is true when a resource is gone (none offers) then you can not select this resource. Other way to check it is to find a recipe you have learned and it uses the type of resource you need, and double click on the icon of the resource, and it will auto transfer you to the market and at the offers for that resource only.

This should probably be changed (in my opinion). How can someone setup an order for a resource if they can't bring-up that page?
If I want to buy the first sapphires that become available, at any price, I should be able to make my order (like I would for other resources), and when someone finally makes some available for sale, I get them automatically (provided there aren't other orders ahead of me).
