I have level 7 at all weapons and dual wield is not available.

Actually I think the same way too, but it normally makes no sense.

Some Skills have lvl requirements, if you let the cursor upon the N/A for some time (maybe, sometimes it does some it does not!!!) it will tell you what you need...

It needs shield mastery too....so it's not a bug.

 As if there is weapon a shield... Well it will sound funny but it is!!!! You can do massive blungeonic damage with it, and also in ancient Greece as weapon was refering only to shield!!! Yes, yes we Greeks are crazy....

Hoplon (Όπλο)=weapon
Hoplites (Οπλίτες)=those who carry hoplo, means those who are equiped with shield... never mind see here:
