Duel wild from lvl30

I had written new post below the previous ones but there was no answer.

So the problem is that I have already 30lvl, I had some atributes points left and couldnt invest them in mastery weapons. It all ended on 5/7 level (three categories in warrior class hero) and this is needed to activate the duel wild.
When will it work?

it works fine. you can check what you need to add points to weapon mastery and you will see there you need to be tier 5. these mean you need to be at least level 40

so you need lvl 40 at least to be able to use dual wield
