Tier 3 provinces

hi! i can`t access tier 3 provinces. i see them on map, have AP, but when i click on them, i can`t move to them.

You can access only 'Great wind province' becouse it is the only one province t3 with conetion to the other provinces for now.The other two provinces that you see are t3 but don't have roads yet.Soon there will be more provinces tier 3 and after that we will unlock tier 4
