Tier 3 weaponshmith recipes

Hello.
I have just reached lvl 20 and some more provinces have opened for me. I also reached tier 3 in crafting and now i am searching for appropriate recipes on every province i have open. On the ones opened before lvl 20 i can find only up to tier 2. On the new ones i can only find tier 4 recipes? Is it only me or has someone else also seen it? Isn't it a little strange? I mean i do not want to spend 50 or more diamonds to buy one from the market. Why can't i find one ingame?

There are some provinces which also have shops for tier 4 recipes. Keep searching...you will find some tier 3 recipes eventually ..

I have searched all the open provinces and there are only tier 2 and 4. There are only so many provinces to search into and some of them do not even have a shop with recipes.
