Okay, I get it, i should have searched before creating this thread, BUT Tacheron asked if it was intentional to put lower level shops in a higher level province, and the answer was 'yes'. So it is not a mistake, that's fine.
My question is 'why'? For shops like armourer and general goods, I can understand someone making use of those lower level shops in a higher province. Perhaps they don't have the funds to afford the more expensive stuff and can only really afford the cheap stuff.
Having higher level stuff in a lower level province makes sense because higher level players visit the lower provinces for resources and easy fights etc.
My point with the healer in Bunar is that it is a tier 2 healer in a higher province and will NEVER be used by a tier 2 player, so why put it there? A tier 3 player in a 'dangerous' province should be able heal their mercs without leaving the province. Having the tier 2 healer is an absolute waste. This healer's business is going to fail because his clients are stuck at the border (until they move up to tier 3).
I know it was 'intentional', but I think it should be 'intentionally' changed to a tier 3 healer.
