Crafting Tier 2

I got enough crafting experience to open Tier 2. went to city and bought 2 recipes. I read one recipe, but nothing happened... The Tier 2 bar is unlocked, but no opening menu for it. What I have to do?

there is a bug that will be fixed tomorrow, dont use anymore recipes, save them until admins tell us the bug is fixed

Now when i look at my second recipe, it tells that Tier 2 is oo high for me  ???
