I think Sub comandante marcos submits that he saw this item wore by TzarTzetzo.

The item seems to me to have been dropped, due to low durability and lack of "crafted by" tag.

You can't craft Epic items in Tier 2 and legendary in Tier 1 but there are monsters with small chance to drop such item.
