tier 1 tools are useless at the moment. using higher tier tools increases your chance on rare/legendary and epic items

How can we use crafting tools? I made a smith's hammer and I can't wear it so I can't use it :-\

When I put the mouse over it, it shows my amulet

It would be nice to be able to use those crafting tools ! There are a few people who have 200 points in tier 2 crafting and this would give them bigger chance for rare items !
