I have the feeling that you've been a bit confused. Or I haven't understood exactly what you mean. Anyway.
There are two ways of avoiding incoming damage. Dodge and Block. When an enemy dodges your attack, your attack "misses". When your enemy blocks your attack, your attack "is blocked".
To calculate the chances of your attack to miss, you compare your dexterity with your enemy's agility.
To calculate the chances of your attack to be blocked, you compare your strength/10* with your enemy's block chance.
*strength/10 means that for every 10 points of strength you reduce your opponent's block chance by 1 point.
The game first checks if your attack hits (or is evaded) and then if it damages (or is blocked).
Your skill gives you a bonus to avoid missing. Nothing to do with block mechanics.
