multi dungeons tier 5

how can i fight in "the ice tower" (eternia province), i took all quests in imperial city, and everwhite and nowhere on quest book steps i can find that multi dungeon. Is there any quest i didnt took, or i have to finish some quest first, or something else?

ps. there are more multi dungeons tier 5 i cant find on quest book map, but this was just example..

Have you kill the Great Mammoth on Eternia province as the quest of imperial city ?

if I'm not wrong you must complete the two quests in imperial city tavern as quest (The wall and The Valley) after that you should be able to fight "Ice Tower" but as quest you can't complete it or take a reward for it, only fight until reach tier 6
