Imperial city tier 4 quest

Hi to all, I have a question which is about the 10/11 step of imperial city quest on tier 4, I'm a jeweller and there I have to dig 68 opals, which means I have to spend 68 AP to dig it but the chance is low, 2/6 level of digging, why there is is such high quantity of digging gems? Jewellers always has 1-1 , miners can have 2-6 or even 6-6 if they have an outpost in the province, it is normal or a bug? it could take for me over 100 AP and it is on Dangerous Prov. Dark forest tree. please answer

I think it was mentioned somewhere that gathering quests would be revamped so different professions would need more or less same ap to complete them.

I don't know though if the change is made yet...
