not all crafted items are blue if they are rare. i found this one in guild stash 8)

That item is not rare you need monostone to craft it I can say that recipe is rare not items  ;)

Exactly, items which require gems to be crafted are not "rare" by definition, since you always get them with a bonus no matter if you have a chance to get a rare item or not...
