Storyline which you must complete if you want to go to Blood Lands can be taken in tavern in Everwhite province.

If you are already in Blood Land and you see locked dungeons prepared for storylines you must wait - no storyline is available just now inside Blood Lands ( as far as I know - I am simple player , not IH staff )

Player must finish "Everwhite Chieftain" adventure to get access to that quest for blood land?  ???

You need to be level 55, so the quest for Blood Land access can commence.
