Crafting Tool doesn't bind

I recently got a new crafting tool (jeweler/stonecutter) which is level 3.  I am a level 3 stonecutter and level 3 jeweler is unlocked (shows "0/100").  When I try to swap the level 3 tool out with my level 1 tool, it does not bind - it just disappears when I click and drag it to the correct crafting tool location in the Hero tab. If I click away from the page and then return, the tool is still there, it just does not bind.  I am able to craft, but without it being on my hero, it just clogs up my items. 

Any suggestions?

if you want to use crafting tools tier 3 you need to be at least level 20. crafting tools need hero level like other items (weapons, armour)

Yes and the crafting tool will do you no good in the respective tier unless you have 200 CP

Aha!  Thank you for your help!  The crafting experience vs battle experience can be quite confusing for such a noob as myself.
