I have seen that one of the new changes is that: "A Health bonus for each Tier will be deployed, which will be equal for all classes".

will this be applied retroactive? I mean, if I am at tier4, will I get an additional 700 health points?

Tier 2 (level 10), you will gain 100 Health bonus;
                             +
Tier 3 (level 20), you will gain 200 Health bonus;
                             +
Tier 4 (level 30), you will gain 400 Health bonus;

Yes, you will receive the entire bonus.
