Hi i am level 58 and i have 2 mercs level 60 why i can not put a crossbow level 64 ?

Have you upgraded your merc to Tier7 ?  It is not automatic !!!!

I fight with me mercs and now is level 60 but i can not dress with intems level 64
Why ?

before dressing them with items tier 7, as janyemm said, you have to upgrade them to tier 7
