Tier 3 Provinces

I have a question.. wich are the Tier 3 Provinces?

Coz i see 5 new Provinces but i just can enter to the one above Sonoria and to Great wind province...

Is something rong?.. or those are Tier4?

the others are tier 3 too but still arent populate. we are waiting when other will be open for "turist"  ;D
