Seemlia province is Tier 4 why healer is Tier 2 shopping center is tier 2 and crafting building is tier 2 ???

I believe for no real reason... Somehow, someone, at some point decided to make it tier 2. It's not a bug since at a former post the office clearly declared that this one is intentional...

Why? Let your imagination to go wild :D
