You have to wait level 15 to use mercs in battle, and you have to spend a point in the leadership skill, wich is available at level 15 too; of course each point in leadership allows you to use one more merc, as in Imperial Hero 1.

At level 10-th you will receive 1 mercenary for free, as well as 1 Skill point on Leadership (needed to command mercenaries in battle).
The mercenaries can't be higher level than hero's level.

I have 1 skill point in lidership.
My merc is 12 I'm 10.
This is the reason why I cannot activate him?
