Technically, a Tier is a 'Level', but in this game it is used to reference a group of levels. Players whose level is 1~9 are in Tier 1. Players that are level 10~19 are in Tier 2 etc.....
If cannot use the equipment yet, you should probably sell it it - in the stores or in the auction.
