Dual wield on merc

I saw a merc with dual wield skill and I hired him. But he can't wear two weapons.Why is that?

He doesn't have any mastery in any weapon, maybe that's the reason??

exactly. he have dual wield skill but need weapons masteries to use dual wield. i have merc with dual wield about 2 months, maybe longer. hero before learn how to use 2 weapons gain level 40

It does work now, weapons should be different..I wanted to put two javelins, but I couldn't.
Now I have a javelin and a dagger
