No, everyone doesnt get hit automatically. It depends on the number of skill points you have invested - with each point you hit one more target with 50% of the maximal attack of your weapon. It is in the shadow hunter pathway, I suggest reading the skill description if you get a chance.

the topic is a bit old, nevertheless, a follow up question:
Up until t4, I have never encountered more than 6 enemies and also the screen kind of has no space for more. However the volley skill goes up to 10.

Why is that?

Can anyone shed some light into this?

@Tuzak You will encounter certain enemies, who are able to decrease your volley skill level. Same for whirlwind fury warrior's skill.
